*tar.bz2 archives are OK. It must have been corrupted during download.
Try a ftp software, instead of a browser.

After downloading the file I got the CRC-error.
$ bunzip2 -tvv xfree86-4.0-DLLs.tar.bz2
xfree86-4.0-DLLs.tar.bz2:
[1: huff+mtf
xfree86-4.0-DLLs.tar.bz2: data integrity (CRC) error in data
You can use the `bzip2recover' program to *attempt* to recover
data from undamaged sections of corrupted files.
