Linux?
I have never seen it.  I had been on RedHat Beta Testers team since very
long time but had never seen this directory ;-)

have you also checked on your linux box the $HOME/.mc directory?  You should
have $HOME/.mc/ini file. The ini file contains several mouse entries for
"mc", for example I have:

mouse_repeat_rate=100
double_click_speed=250
mouse_move_pages=1
mouse_move_pages_viewer=1
