Strange behavior of ctrl-ins

I've been trying to run emacs on my Linux machine using XFree86 as an X
server. Seems like ctrl+Ins on the keypad (the one that serves as 0 as well)
and ctrl-Ins in the normal keybord produce the same keycode. Emacs thinks
it's C-kp-insert. What should I modify to make them either be different or
both be C-insert?
