No.  I do not think it is MapWindowPoints.  Read the error messages once
again.  The fonts are either not installed or are corrupted?

Video card has nothing to do.

Also try the latest Cygwin1.dll from a snapshot.  There seems to be a
problems with Windows ME which was fixed in latest cygwin1.dll snapshot.
