Where should startup files go?

Hello everyone,
I tried installing Cygwin/Xfree86 and got the following error when runing
startxwin.bat.:
First I get a message box saying "A required .DLL file, CYGWIN1.DLL, was not
found". Then the DOS window says:
too many parameters
startxwin.bat - Starting on Windows 95/98/Me
Cannot find file 'XWin' (or one of its components). Check to
ensure the path and filename are correct and that all required
libraries are available.
Cannot find file 'xterm' (or one of its components). Check to
ensure the path and filename are correct and that all required
libraries are available.
Cannot find file 'twm' (or one of its components). Check to
ensure the path and filename are correct and that all required
libraries are available.
I do have these files however:
cygwin1.dll in c:\cygwin\bin
twm.exe C:\cygwin\usr\X11R6\bin
xterm.exe in C:\cygwin\usr\X11R6\bin
XWin in C:\cygwin\usr\X11R6\bin
startxwin.bat in C:\cygwin\usr\X11R6\bin
Are any of these files misplaced?
