Just configured with both flags, and I get the following interesting output:

[...]
checking for off_t... yes
checking for size_t... yes
checking size of off_t... configure: error: can not run test program while
cross
 compiling


First it thinks I'm not cross compiling, then it decides that I am cross
compiling.  Weird.
