General KDE will be installed in /usr/local/kde1 (kde1) or (currently) /opt/kde2 (kde2).
Especially the kde installation may be changed due to some requirements like cygwin style
guide, but I think I will not be /usr/bin because of the number of dll's and exe (>200).
Perhaps it will be /usr/local/kde2 or so.

There are some basic libs like qt, libxml2, audiofile and may be some other, which are be
installed in /usr/local/... because they are not part of the official cygwin release. If
these package will be introduced
in the cygwin release, it may be changed to /usr.

For example I've seen that libxml is going to be a part of the cygwin release. This will
propably be installed in /usr/bin and /usr/lib and /usr/include/libxml or so.
