You may try gnome-commander, if you like the style of NC and MC (like me, but I can't bare gmc :-).
You can find gnome-commander-0.9.8 for Cygwin GNOME at http://www.sourceforge.net/projects/cygnome
But this will pull in a lot of GNOME libraries.
At least you need the cygnome-libs-1.4b1-3, gnome-vfs-1.0.5-patch package.
