install All packages - Unable to locate DLL

Hello,
I installed all Cygwin packages (2.249.2.5)
But then while start I got the following windows error message: grep.exe
Unable to locate DLL: the dynamic link library cygpcre.dll could not be
found in the specific path “
( the cygwin shell message : bash: mkdir: command not found
bash: cd: /home/shlomot: No such file or directory)
Why ?
