ssh starts windows dialer

While in cygwin, I do an ssh to connect to another machine on my network
and the windows dialer pops up, modally of course, and demands action
before I can enter a password for the ssh connection. I cancel it and
can continue normally. Is it possible to eliminate this without
deleting the connection from windows?
