Unfortunately I don't know how the AltGr key should work
since the key does not exist in Japanese keyboards.

To check where the problem resides, double-click
C:\cygwin\usr\X11R6\bin\startxwin.bat and try the
invoked xterm.  If the keyboard is correct on the xterm,
the trouble is the CDE side.
