Sorry about that. There is no option to turn it off
in webmail :-(

Thanks. I have a related question: does su work with
cygwin? I had to log out and log in again as
administrator to run the program. handle showed that
there were no programs using the file.
I finally solved the problem thus: log in as the user
who started X successfully last and run startxwin.sh.
This managed to start X. Then shut down X. Now X
works for all users.
Also, the -nolisten tcp is not given as an option for
XWin. Does it work?
