Sorry, but this is wrong.  Deselecting the checkboxes will result in
*uninstalling* the respective packages altogether.  What Allen needs to do
is select the "Keep" radio button, so that all of his packages will be
kept as they are, and then go to the "Full" view and click on the
"xorg-x11-bin-dlls" version until he sees "6.7.0.0-4".  If "6.7.0.0-4"
*is* the current version, click on it until "Reinstall" is shown.  Then go
to the "Partial" view to verify that this is the only thing that will be
installed, and click "Next".

Another thing to try is the "-cv" option to cygcheck, which will do a
rudimentary integrity checking on your installation of a particular
package, e.g.

cygcheck -cv xorg-x11-bin-dlls

If the status column shows anything but "OK", the missing files should be
listed above it.

Exactly.  Don't untar the package files manually unless you know what
you're doing.
