My fault. It is included in XFree86-lib-compat.

I've installed libfreetype26-2.1.5-1 and it installed /usr/bin/cygfreetype-6.dll
(note: it is not in /usr/X11R6/bin!)
The file was fetched from ftp://ftp.inf.tu-dresden.de/cygwin

Completely removing c:\cygwin will do. Make sure to copy important data
to another location before removing.
