sshd is running as user SYSTEM and so they are owned by him. Changing the
file permissions may help
chmod go+w /etc/ssh/sshd_config
vi /etc/ssh/sshd_config
chmod go-w /etc/ssh/sshd_config
But that's only a wild guess
