The word "effectively" might be misleading to you but it's correct from
the standpoint of the *user* of any of these libraries.
If libX11 links against libcygwin, then any app that links against
libX11 must be GPL - even if libX11 itself is MIT-licensed. If
libncurses links against libcygwin, then any app that links against
libncurses must be GPL - even if libncurses itself is MIT-licensed.
Period.
("GPL" above actually should be "GPL or OSI-approved" due to the redhat
exception.)
