bug in XWin or xemacs

Xemacs (at least) does not "completely lose focus" even when covered with another
application.

To reproduce start xemacs. Cover it with another window (i.e. notepad) and let your
mouse hover where a button with a tooltip would be( it has to be the textarea). And
suddenly a tooltip appears even though notepad has the focus. Textinput and
mousclick goes to notepad. Also happens with internet explorer and others.
