xauth problem - "unable to link authority file"

I would greatly appreciate any help in resolving this issue.
I have XP Professional (5.1.2600 SP2) updated with the latest software from Windows update.
cygwin was installed with setup.exe within the last week.
Here is a simple way to reproduce the problem:
$ xauth -v -f authfile generate :0 . untrusted timeout 1200
xauth: creating new authority file authfile
Using authority file authfile
authorization id is 66
Writing authority file authfile
xauth: unable to link authority file authfile, use authfile-n
I assume it is trying to "link authfile-n authfile". Manually this works fine and I can also "unlink authfile-n".
What is a likely reason for the failure of "link authfile-n authfile" and is there a way to fix this?
