Problem setting permissions in X.

I'm trying to set permissions to allow a single machine to access the
xserver on a PC. The problem is I can't seem to get the Xauthority file
to work. I want to be able to set it so that ever between reboots a
single machine('bob1') can access the machine.
I added xhost + to the startup but it doesn't seem to take or is reset
periodically. I'd rather not have to do xhost + but I can't get any
other functionality working.
Suggestions?
