Only that hint:

The /etc/shells is already part of inetutils since version 1.3.2-3. 

The current version 1.3.2-4, crypt and a login, which is capable
of working on NT _and_ 9X are only accessible via that URL:

ftp://ftp.franken.de/pub/win32/develop/gnuwin32/cygwin/porters/Vinschen_Corinna/V1.1.1
