Corinna Vinschen's cygwin'ed tcsh (6.08) under NT Emacs (20.6)?

Has anyone had any luck getting vinschen's version of tcsh to run as a shell
in nt emacs 20.6?
when i try running it with the recommended instructions from the nt emacs
web pages i have the following errors:
Warning: no access to tty (Bad file number).
Thus no job control in this shell.
and ctrl m's are not stripped
In my .emacs file I have:
(setenv "SHELL" "tcsh.exe")
(setq win32-qoute-process-args t)
(setq w32-qoute-process-args t)
(setq shell-command-switch "-cf")
I saw a posting regarding this same type of problem by
karipid@scotch.mae.cornell.edu (Daniel Karipides) back in dec of 1998 under a
diff version of tcsh and nt emacs, but I could not find a response with a
solution.
btw, I like vinschen's over amol's tcsh because it is more tightly integrated
with cygwin.
