Cannot use rpm

I'm having trouble installing rpm packages... in fact, I can't install any of them
:-(. When I type <rpm -i mypackage.rpm>, it always says "error: mypackage.rpm
cannot be installed", no matter what package I try with.
I downloaded the rpm program itself, and all packages from http://cygwin.cjb.net/
. To install it, it didn't work by just unzipping to the cygwin root dir, so I
looked at the files, and it appeared that some core files were in the /usr/bin and
/usr/lib folders -- which are redirected by the standard mounts. Not wanting to
change those, I moved the files from /usr/bin and /usr/lib into /bin and /lib,
then I copied all the files into the cygwin root folder. I also called
<rpm --initdb> one time. Was that how it should be done?? Using Win2k, Cygwin
1.1.2, freshly reinstalled yesterday.
