Do you mean, 'type gcc' at the Cygwin (bash) prompt returns
bash: type: gcc: not found
?
If you really did download *everything* and run setup.exe properly,
then gcc should be there. You might try again with the latest setup,
which now logs its actions. If it doesn't (re-) install gcc for you,
try deleting /etc/setup/gcc.lst.gz (if there is one), or delete
/etc/setup entirely to make setup do everything again. If you
downloaded manually, make sure you didn't miss something or get a
corrupted archive. You didn't download with Netscape and mangle the
filenames, did you? (DJ, will setup also recognize archives named
<pkg>-<ver_with_underscores>_tar.gz?)
BTW, I hope to get a new Installation section in the FAQ today.
