The above was caused by the following in src/bin/psql/help.c:

usage(void)
{
...
#ifndef WIN32
if (pw)
free(pw);
#endif
}
Changing the above #ifndef to:
#if !defined(WIN32) && !defined(__CYGWIN__)
fixed this niggling crash.
