Where are the Man Pages

Greetings Folks,
I have just downloaded the latest copy of cygwin and
had no problems installing (local) all the packages.
This included 'man-1.5g-2.tar.gz'.
I can not use the man pages if I was to do say 'man
cd' although /usr/man contains contents. Secondly, is
there a 'pkginfo' equivalent to see which (or pkgmk
and pkgrm) packages have been installed.
Sorry for my ignorance but what is the difference
between cygwin and UNIX os? Are you trying to acheive
the same thing as Linux or that your development
provides a UNIX shell in MS Windows.
Finally, I tried downloading from UK sites and they
were all unavailable. Please can you let me know how
we could become a mirror site for UK.
