You've downloaded only bits and pieces of what you need.  Since you are
new to both gcc and to cygwin (it seems) you should REALLY download the
entire package, not just the 'gcc' part.

If you really really must download only what you need, the part that
you are missing is 'binutils'.  I suspect that you are probably also
missing things like 'w32api' and 'mingw' as well.
