I didn't have trouble with this for either Red Hat Linux 6.2 or 7.0 so I 
can't say.  This ain't the best list for these types of questions anyway!;-)

Yes, there is at least one port of RPM via Cygwin.  Check out the pointers
at www.cygwin.com to ported software and related sites or check the email
archives.
