From the cygwin terminal check that your path includes the directory with xemacs.exe (should be in /usr/local/bin/i686-pc-cygwin32/) and then just run "xemacs &" ; the runemacs.exe program doesn't work out of the box (and I haven't spent any time trying to figure out why it doesn't work.)
