The man page doesn't describe how to "use" vi. However, if you enter "vi"
without specifying a file, you'll notice the "help" option. If you peruse
that, you'll find the section titled "Special keys in Insert mode". The
first item described there is what you're looking for.

I am trying to figure out how to enter control codes into VI under
cygwin (win98). For example, I want a control M or control P to be
entered as a single "character" - I know it will appear as 2 chars
(^M), but how do I actually enter it as a single one?
