btw, i even tried deleting all my cywin files and re-installing cygwin from
scratch (from internet, of course). ncurses seem to be working properly, but
its just the cvs commit. anyone else have this problem before?

Have you tried to launch vi from the comman prompt ?
Does it start properly ? Have you upgraded the ncurses
package recently ?
