I wore myself out, too. As I remember it, it went something like this:

Me: Hey, there's no pager in the default install. 'less' is kinda big, how
about 'more'?
Others: Nothing extra in base! (BTW, we used debian's base as a guide)
Me: I see no point to a 'more' package except as a minimal addition to base.
But more is installed in debian's base from the 'util-linux' package.
Chuck: No help there. 'util-linux' is a catch-all with essentials like 'kill'
but
also junk like 'banner'.
Me: Urgh. Well, I'll hack up a package and post the info, someone can upload
it if they want. 

And the rest is history.
