Avoiding MKGROUP execution during install


Is there a way to avoid mkgroup being executed during install of cygwin ?

As this hangs the install (and requires a reboot to fix) when run under
Windows 98 I would like to stop its execution as part of the post install
process.

Can a do this via a process something like :

1) do an internet download
2) bodge setup.ini or batch file which runs mkgroup to prevent its execution
3) do local install
