You seem to have a name resolution problem. Can you resolve any internet
domain name using any cygwin tool (telnet, lynx, ftp, ncftp, ssh, rsync
... -- don't worry if you don't get a connection just that they can
resolve the host name)?

Can you connect to the site using it's IP address (evt. use a web
nslookup with IE to get it)?

I suppose your behind a firewall and only allowed to access the internet
through a proxy server.

Scenario:
In a Windows 2000 site the AD root is set to '.' and all internet
connexion is done through MS ISA server, all workstations have installed
a ISA client for name resolution and more.
