In win2k console, man crashes when brought to foreground

If I run man from bash in a Win2k console, then suspend it with ctrl-z, I must hit enter to get a command prompt. If I then resume it with fg, the man process crashes giving an error:
---
steveb@TELLER ~
$ man ls

steveb@TELLER ~
$ fg
man ls
Error executing formatting or display command.
System command (cd /usr/man ; (echo -e ".pl 1100i"; cat /usr/man/man1/ls.1; echo
".pl \n(nlu+10") | /usr/bin/tbl | /usr/bin/groff -Tascii -mandoc | /usr/bin/les
s) exited with status 256.
No manual entry for ls

steveb@TELLER ~

---
If I invoke man as "man ls | less", the problem does not occur. Normal (non-man) less processes suspend and resume correctly. Neither does the problem occur under rxvt.

The FAQ refers to a similar problem resulting from the ash package (and /bin/sh) not being installed. However, I do have the ash package installed, and /bin/sh.exe exists.

There is one report of a similar error in the archives, with no response: http://sources.redhat.com/ml/cygwin/2000-07/msg01091.html

Cygcheck output is below, here is the executive summary:
Win2k SP2
cygwin 1.3.12-2
ash 20020131-1
bash 2.05b-1
