Eh?putting hard links in a cygwin distribution package is a bad idea all the same I would think (especially for win9x'ers). Possibly could break things in unexpected ways.
All my file systems are NTFS and hence support hard links.
But I really don't see what that's got to do with the fact that most, if not all of Emacs did not install on my system.
