Yeah, it isn't in the most obvious place, here's how to get it:

cvs -z9 -d:anoncvs@sources.redhat.com:/cvs/cygwin login
pass->anoncvs
cvs -z9 -d:anoncvs@sources.redhat.com:/cvs/cygwin co htdocs
