1. Did you read through /usr/doc/Cygwin/cron.README?
2. What are the ownership and permissions of /var/cron and
/var/cron/tabs?
3. It looks as though you might be running WinNT/2K with NTFS, but you
did
not include the output of 'cygcheck' (as an attached file
'cygcheck.txt'),
so it's not possible to know for sure.
