Apparently not. The version that worked is 800.024 and the version that didn't work is 804.025.

Does this mean it thinks it is on Win32, rather than Unix? Why wouldn't the file be part of the distribution?

According to the README.cygwin, " perl Makefile.PL x" is "supposed" to set it up to be compiled for X11. Whether it really does or not, I don't know.
