Command Line Editting in VI mode

- Subject: Command Line Editting in VI mode
I like to use VI as a Command Line Editor. I have to click "ESC" to
enter this mode. I'm not always sure if I've already clicked ESC; is
there any way of defaulting to Vi mode? Or any other advice?
