newbie: configuring cygwin (path, home dir, profile, running PostgreSQL)

I need to run PostgreSQL on Windows-XP. I installed `cygwin`, but have gone
through some very simple problems I hope somebody can help me with. I know
these are very "simple" questions, but I can't seem to find the right way to
go by looking at the FAQ or at the mail archives (in fact I don't know where
to begin with...).
NOTE: there is another version of PostgreSQL for Windows installed on my
system (UltraSQL), and that is the one that appears at my current path.

Trying to run PostgreSQL:

I had the following file under setup directory `cygipc`:
cygipc-2.02-1.tar.bz2
And under directory `/usr/bin` after installation I can find no `ipc-daemon`
executable, only
`ipc-daemon2.exe`:

Any hints on where I should start configuring my environment? Was there some
problem with the
installation or is this a matter of post-installation setups?
