Then you didn't test correctly!

In cmd.exe:

  > set ZZ=XaouY	<-- aou = umlaut-a umlaut-o umlaut-u!
  > bash
  $ echo $ZZ
  X",?Y
  $ exit
  > set CYGWIN=codepage:oem
  > bash
  $ echo $ZZ
  XaouY			<-- aou = umlaut-a umlaut-o umlaut-u!
