No.  Better to install the libintl3 package.  Unpacking parts of official
Cygwin packages yourself is something that shouldn't be done unless it's
really needed and whoever does it knows exactly what they're doing.

Incidentally, setup should select libintl3 automatically, as many base
packages depend on it.  To the OP: did you, by chance, unselect some of
the automatically selected packages during the install?  Don't do that.
In most cases, setup *does* indeed know better.

Hmm, "install the libintl3 package from your favorite mirror" sounds so
much simpler...
