Thanks Christopher,
I added /cygdrive/c/cygwin/bin to my path and it worked. It is
strange that I never faced this problem now that I am using Cygwin for
more than 4 yrs now..

Sorry. I somehow missed the fact that cygwin.bat was missing.
I don't know what's going wrong but the cygwin.bat file is supposed to
be installed automatically by setup.exe. I believe it should be created
just by double clicking on the "Install Cygwin Now!" link on the cygwin
web page and by doing nothing else but just clicking on "Next"
repeatedly until setup.exe is done.
This is, however, just a PATH issue. Set the PATH to include
c:\cygwin\bin and the cygwin commands will be found, just like on UNIX.
