Are you sure it's not just a long-running script, as opposed to an actual
hang? How long did you wait?

Ouch - if cygcheck isn't working, you may have a corrupted download, and
may need another attempt to reinstall of the main cygwin package.

Please also try and get cygcheck output - it is a Windows program that
does not depend on cygwin, so it really shouldn't be crashing even if
everything else is:
