Even simpler -- you only need *one* package in Base that "requires:" all
the packages you need.  The required packages will be selected
automatically.  Just create a setup.ini with this one pseudo-package, put
it somewhere that can be accessed via http/ftp, and add that location to
your selected mirrors.
