Well, we could, if you had followed directions to tell us what
you had installed (by sending the output of 'cygcheck -svr'
as a text attachment):

But my guess is that you failed to install the readline
package (it is not a requirement to run various cygwin
programs, but it is a requirement if you intend on compiling
another application that links against readline).
