That's ok, setup doesn't do that anyway. But the rest is bad!

Cygcheck is a standard win32 program, so you should be able to run it from a
cmd.exe (DOS) shell, no matter how broken cygwin is. Give that a go and send
your cygcheck results as an attachment.
