Actually, it's not.  Reread:

> Problem reports:       http://cygwin.com/problems.html

and you will see that we ask for the output of 'cygcheck -svr', not
'cygcheck -c cygwin'.

My recollection is that there have been several patches in cygwin for
/proc output ever since I took over coreutils; you are LONG overdue for an
upgrade to the current version of 1.5.22-1.
