I suppose if cygwin gets its time
from the PC and does no time adjustment, then there's no worries but
to ensure that Windows takes care of it.

Everything cygwin does relies on the underlying functionality of the windows o/s to get the basics right for it; cygwin is, after all, just a win32 DLL containing utility functions used by win32 programs......

There Is No Kernel In Cygwin!
