No standard specifies _ultoa, so it's use is inherently non-portable.
Cygwin is under no obligation to provide it, so it doesn't.

Why not use a standard's-compliant method instead:
snprintf(yourbuf, yourbufsize, "%lu", (unsigned long) yourvalue);
